Establishes the California Universal Afterschool Program Workgroup within the State Department of Education to evaluate policy and regulatory barriers to after school program quality and access.

Workgroup must examine program funding status, quality standards, provider challenges, and actual costs of programs meeting state quality standards.

Workgroup shall provide initial recommendations by March 1, 2024, and a final report by October 1, 2024, including a roadmap for universal access to after school programs for all school-age children.

Workgroup composition includes 25 minimum members appointed by the Legislature, State Board of Education, Department of Social Services, Department of Finance, and Department of Education, representing families, pupils, local agencies, community organizations, and practitioners.

Appropriates unspecified General Fund amount to support workgroup activities including data gathering, developing recommendations, and meeting expenses; workgroup terminates December 31, 2024, with the section repealing January 1, 2025.
