Requires transitional independent living plans (TILP) for youth 16 and older in foster care to identify likely emergency situations (housing loss, employment loss, state emergencies) and create plans to address those potential emergencies, including information on unemployment benefits and safety plans.

Extends foster care support for 6 months from a gubernatorial emergency declaration for nonminor dependents who turn 21 during the state of emergency, unless they object, with authorization for the Governor to extend further if emergency risks persist.

Allows nonminor dependents unable to meet participation conditions during a state of emergency to continue receiving foster care support for 6 months from declaration date, unless they object, with possible gubernatorial extension.

Permits courts to retain jurisdiction over wards and nonminor dependents who qualify for expanded emergency-related foster care support under the new provisions.

Specifies that continuous appropriation from the General Fund for CalWORKs does not apply to implementing this bill and establishes procedures for potential state mandate reimbursement to counties.
