Establishes the Living Organ Donor Reimbursement Program within the State Department of Health Care Services to reduce financial barriers for living organ donors by reimbursing qualified donation expenses.

Authorizes living organ donors to apply for reimbursement of qualified expenses including travel, lodging, lost wages, child care costs, and copayments/deductibles for medications, capped at $10,000 per organ donation.

Creates the Living Organ Donor Reimbursement Fund in the State Treasury with continuously appropriated private donations and Legislature-appropriated moneys, with the department using no more than a reasonable amount for administrative costs.

Requires the State Department of Health Care Services to submit a report to the Legislature by January 1, 2026, detailing reimbursement data, donor demographics, and waiting list changes.

Sunsets the program on January 1, 2027.
