Authorizes irrigation districts to impose administrative fines or penalties for water theft violations under Section 53069.45 of the Government Code.

Establishes fine structure for meter tampering violations: up to $130 for first offense, up to $700 for second offense within one year, and up to $1,300 for third and subsequent offenses within one year.

Establishes fine structure for other forms of water theft: up to $1,000 for first offense, up to $2,000 for second offense within one year, and up to $3,000 for each additional offense within one year.

Requires irrigation districts to adopt ordinances establishing administrative procedures for imposing, enforcing, collecting, and reviewing fines, and to create a hardship waiver process for reducing fines that would impose undue financial burden.

Clarifies that this section does not cap or limit fines that irrigation districts may impose under the Irrigation District Law (Division 11 of the Water Code).
