Requires at least 60% of 21st Century Community Learning Centers funding to serve high school pupils, at least 20% for middle school pupils, and at least 15% for elementary school pupils when the Legislature appropriates at least $5,000,000,000 for afterschool programs

Mandates minimum funding allocations for After School Education and Safety Program grants to middle school pupils equal to the percentage allocated in the 2021-22 fiscal year when total appropriations reach $5,000,000,000

Requires annual cost-of-living adjustment add-ons to grants under both the After School Education and Safety Program and 21st Century Community Learning Centers Program beginning in fiscal year 2023-24, with necessary General Fund appropriations each year

Expresses legislative intent to commit increased public funding for grades 7-12 afterschool programs to address student disconnection and trauma from the COVID-19 pandemic, with a goal of growing state investment to $5,000,000,000 by 2025
