Defines "educational counseling" as specialized services by credentialed school counselors that support pupils' academic development, social-emotional development, and college and career readiness.

Requires educational counseling to include academic counseling and postsecondary services in areas such as educational planning, curriculum completion, higher education preparation, career exploration, and financial aid information.

Establishes 11 legislative intent goals for school counselors, including direct and indirect services, crisis response, mental health promotion, support for unduplicated pupil populations, and collaboration with community agencies.

Permits educational counseling to include optional services such as mental and behavioral health services, financial aid planning, A-G requirement advising, and support for pupils at risk of not graduating.
