Authorizes the Fish and Game Commission to adopt regulations limiting the number of individuals, authorized uses, or prohibiting importation, transportation, and possession of wild animals.

Requires the Department of Fish and Wildlife to establish and maintain a list of wild animals that cannot be imported, transported, or possessed in California, with authority to add or remove species based on public health, safety, native wildlife, or agricultural protection.

Allows the department to issue permits for listed animals if the applicant demonstrates scientific research purposes, population sustainability programs, accreditation oversight, or animal welfare needs.

Establishes expenses incurred by the department for seizure, care, maintenance, and disposition of wild animals as a perfected and enforceable state tax lien on the permittee, possessor, or owner.

Requires the department to analyze and adjust permit fees at least every 5 years to fully cover administrative and implementation costs for restricted wild animals and aquatic plant importation permits.
