Requires the State Highway System Management Plan to include a comprehensive evaluation of transportation in underserved rural communities, addressing climate adaptation, greenhouse gas emissions reduction, safety improvements, and roadway maintenance.

Mandates a transportation needs assessment evaluating the 10-year cost to operate, maintain, and provide transportation systems in underserved rural communities.

Requires the Department of Transportation to prepare the evaluation and assessment in consultation with the California Transportation Commission, the Controller, and rural counties.

Updates the evaluation and assessment every two years, concurrent with the existing 10-year rehabilitation plan.

Specifies that the evaluation must include a description of current funding sources for transportation systems in underserved rural communities.
