• Requires grant recipients to contribute matching funds equal to 100% of the grant award (50% for rural/tribal communities), with at least 10% from private sources (5% for rural/tribal communities).

• Establishes performance standards measuring progress on academic indicators (early learning readiness, math/literacy proficiency, attendance, graduation rates, postsecondary completion) and family/community support indicators (school safety, housing stability, broadband access, mental health).
