Renames the "Transgender Wellness and Equity Fund" to the "Transgender, Gender Nonconforming, and Intersex (TGI) Wellness and Equity Fund" administered by the State Department of Public Health's Office of Health Equity.

Adds formal definitions for transgender, gender nonconforming, and intersex to the Health and Safety Code.

Expands the definition of "TGI-serving organization" to include nonprofits serving as fiscal agents or sponsors for eligible organizations, allowing them to charge a reasonable administrative fee of no more than 16 percent while passing all remaining funding to the primary organization.

Authorizes grants for four purposes: building health care professional capacity for TGI health care, facilitating therapeutic arts programs, assisting TGI individuals with supportive housing, and supporting hospitals or clinics providing gender-affirming health care services in partnership with TGI-serving organizations.

Specifies that "health care" includes medical, behavioral, and spiritual care; therapeutic arts; substance use disorder services; and supportive housing.
