Vests the Public Employment Relations Board (PERB) with jurisdiction to enforce unfair practice charges for Santa Clara Valley Transportation Authority (VTA) employees, but only when an exclusive representative selects to move its bargaining unit to PERB jurisdiction.

Makes PERB's selection of jurisdiction irrevocable for each bargaining unit once filed with PERB's general counsel and served on VTA leadership.

Prohibits PERB from awarding strike-preparation expenses or costs incurred during unlawful strikes when determining damages in unfair labor practice cases.

Requires VTA to provide reasonable written notice to exclusive representatives of intent to make changes within the scope of representation, allowing time for negotiation.

Authorizes PERB to adopt emergency regulations as necessary to implement these provisions and establishes procedures for state reimbursement of any mandated local costs.
