Requires elected local government officers and candidates for local office whose campaign contributions equal or exceed $15,000 to file campaign statements with the Secretary of State in addition to local filing officers.

Filing requirement applies only when the Secretary of State's online filing system is certified as capable of accommodating local officer and candidate filings, on the first January 1st after such certification.

Local filers must submit the same statements, reports, and documents that state-level candidates are required to file through the Secretary of State's online and electronic filing system.

Exempts local agencies and school districts from reimbursement requirements since any costs result from creating new criminal penalties for violations of the Political Reform Act.

Declares the bill furthers the purposes of the Political Reform Act of 1974 and requires a 2/3 vote of the Legislature for passage as an amendment to an initiative measure.
