Adds programs that train certified nurse-midwives and licensed midwives to the Song-Brown Health Care Workforce Training Act, making them eligible to contract with the state beginning January 1, 2024 or upon first legislative appropriation for the Midwifery Workforce Training Act, whichever occurs first.

Establishes midwifery as a primary care specialty under the Song-Brown Act alongside family medicine, internal medicine, obstetrics and gynecology, and pediatrics.

Allows midwifery training programs to contract with the state under either the Song-Brown Health Care Workforce Training Act or the Midwifery Workforce Training Act, with programs meeting Midwifery Workforce Training Act criteria receiving payment and fund usage terms determined by the Department of Health Care Access and Information.

Requires that contracts with midwifery training programs prioritize institutions demonstrating quality education in accordance with International Confederation of Midwives standards and ability to serve areas with unmet needs for maternity or midwifery care providers.

Maintains existing priorities for all training programs, including placing graduates in medically underserved areas, enrolling underrepresented groups in medicine, and locating training sites serving primarily Medi-Cal recipients.
