Establishes a financial assistance program beginning July 1, 2023, for Californians who lose employer-provided health coverage due to a labor dispute (strike, lockout, or other labor dispute)

Eligible individuals receive the same premium assistance and cost-sharing reductions as those with household incomes at 138.1% of the federal poverty level, with household income above this threshold disregarded for eligibility purposes

Effective January 1, 2024, eligible individuals will have zero deductibles for covered benefits if the standard benefit design for the 138.1% income level has zero deductibles

Strike benefits, lockout benefits, and unemployment compensation are excluded from income calculations for determining eligibility and subsidy amounts

State subsidies provided under this program are excluded from gross income for California personal income tax purposes; program requires legislative appropriation for funding
