Requires each state agency, board, or department to post an annual report on its website by March 1 each year starting in 2023 detailing compliance with greenhouse gas emissions reduction goals and recommendations from the state board's scoping plan.

Each report must identify all scoping plan goals or recommendations the agency is responsible for implementing, describe implementation efforts in detail, and state whether each goal has been fully implemented.

For any scoping plan goal or recommendation not fully implemented, agencies must explain in detail why it has not been implemented and provide a timeline for achieving full implementation.

Applies to greenhouse gas emissions reduction measures that an agency has a duty to implement through statute, rule, regulation, order, guideline, policy, or plan.
