Establishes the Survivor Support and Harm Prevention Pilot Program administered by the California Health and Human Services Agency to fund noncarceral, nonpunitive, therapeutic programs supporting crime survivors and trauma victims.

Requires participating counties (including mandatory participation by Los Angeles and Alameda counties, plus up to 3 additional counties selected through public application) to establish independent Offices of Survivor Support and Harm Reduction that provide services including trauma-informed health support, housing assistance, abuse prevention programming, and restorative justice.

Mandates law enforcement officers in participating counties to advise crime victims about available survivor services and their independence from law enforcement, with victim consent required to share contact information.

Requires offices to provide at least 90% of grant funds to qualifying community-based organizations and prohibits use of law enforcement agencies or police reports as conditions for service access.

Establishes a stakeholder workgroup with crime survivors, service providers, and county representatives (excluding law enforcement) to oversee the program, with monthly meetings and annual public reporting on program data and outcomes.
