Prohibits state agencies from awarding grant funds for playground or play structure construction/rehabilitation on or after January 1, 2023, unless the project complies with the 2010 ADA Standards for Accessible Design adopted by the U.S. Department of Justice.

Establishes additional requirements effective January 1, 2024, requiring compliance with both the 2010 ADA Standards and disability access standards to be adopted by the Department of Parks and Recreation.

Requires the Department of Parks and Recreation to adopt standards by January 1, 2024, in consultation with the State Council on Developmental Disabilities, specifically addressing accessibility for children with sensory, developmental, or intellectual disabilities.

Mandates the department solicit public comments on draft standards from disability advocacy organizations, parents of children with disabilities, self-advocates, and public agencies before finalizing the accessibility standards.

Applies to all grant applicants, not limited to recreation and park districts, and includes exemptions for existing park grant programs, applicable bond acts, and other funding source requirements.
