Requires California Department of Corrections and Rehabilitation (CDCR) to develop policies mandating searches of all persons entering adult detention facilities, replacing the previous requirement for random search efforts.

Specifies that all visitors must be informed they may refuse passive alert dog searches and be offered alternatives including noncontact visits.

Requires CDCR to conduct annual evaluations and submit reports to the Legislature starting January 1, 2023, assessing contraband interdiction strategy effectiveness, costs, and impacts on visitation, violence, and lockdowns.

Exempts facilities announced for closure as of January 1, 2022 from these search requirements.

Mandates policies apply to all individuals entering facilities including visitors, staff, executives, volunteers, and contract employees.
