Requires private ambulances to display valid California license plates and private ambulance operator identification to qualify for toll exemptions.

Allows private ambulance operators to certify in writing that their vehicle was responding to or returning from an emergency call to exempt payment, similar to existing procedures for public emergency vehicles.

Permits toll facility operators and private ambulance operators to enter into mutually agreed upon agreements for toll payment terms, while preserving statutory exemptions if agreements are terminated.

Defines "toll facility" broadly to include toll roads, HOT lanes, toll bridges, toll highways, and any other facilities requiring toll or charge payment.
