Expands the definition of "sideshow" in Vehicle Code Section 23109 to include events on public places open to vehicle traffic and private property accessed without owner consent, not limited to highways.

Courts may suspend or restrict a person's driver's license for 90 days to 6 months for violations of exhibition of speed, aiding and abetting exhibition of speed, or obstructing traffic if the violation occurred as part of a sideshow, effective July 1, 2025.

Allows courts to consider medical, personal, or family hardship when determining whether to suspend or restrict driving privileges, and permits restriction of driving to necessary employment-related travel.

Requires the court to clearly mark restrictions and dates on a person's driver's license and notify the Department of Motor Vehicles of the terms of any restriction.

Provides that no state reimbursement is required for local agencies or school districts because the act only changes the definition of an existing crime and penalties.
