Requires the Commission on Peace Officer Standards and Training (POST) to establish a definition of "biased conduct" that includes conduct resulting from implicit and explicit biases, conduct a reasonable person would conclude is biased, conduct that does not require admitted biased intent, and conduct occurring in public encounters, between officers, or online.

Mandates law enforcement agencies use POST's definition of biased conduct when investigating bias-related complaints or incidents involving possible officer bias.

Requires POST to develop guidance for local law enforcement departments on conducting effective Internet and social media screenings of officer applicants, including strategies for identifying social media profiles and content indicative of potential biases such as hate group affiliations.
