Requires the State Air Resources Board to provide incentives for drayage trucks through existing programs or develop a new Zero-Emission Drayage Truck Financial Assistance Program to help entities serving California ports transition to zero-emission vehicles.

Establishes a goal for all drayage trucks operating in California to be 100% zero-emission by 2035, consistent with Executive Order No. N-79-20.

Addresses the cost gap between used diesel drayage trucks (approximately $50,000) and new zero-emission drayage trucks (over $350,000) by providing financial assistance for zero-emission truck purchases.

Notes that over 30,000 drayage trucks service California ports annually and that state and local incentive funding will be needed to make zero-emission vehicles affordable for individuals and businesses.
