Authorizes recognized employee organizations to charge firefighters (covered by the Firefighters Procedural Bill of Rights Act) for reasonable representation costs when the firefighter declines membership or holds a conscientious objection and requests individual representation in discipline, grievance, arbitration, or administrative hearings.

Limits the charge authorization to proceedings where the recognized employee organization does not exclusively control the process.

Extends the mandatory waiting period before a public agency can unilaterally implement its last, best, and final offer from 10 days to 15 days after factfinders submit their written findings and recommended terms of settlement.

Preserves the recognized employee organization's right to meet and confer annually on representation matters prior to budget adoption, regardless of unilateral implementation by the public agency.
