Mandates expedited permit review with classification of operations as minor, moderate, or major sources with specific approval/disapproval deadlines, and establishes fee schedules based on reasonable administrative costs.

Requires applicability standards equivalent to best available control technology certified by the State Air Resources Board for mobile fueling gasoline dispensing systems, with calculations reflecting best performance practices.

Exempts districts that have already instituted permitting for retail mobile fueling operations before January 1, 2024, or that have explicitly exempted such operations before that date, and allows districts to adopt more stringent regulations for local air quality needs.

Provides that no state reimbursement is required because local agencies have authority to levy fees sufficient to pay for the program or because costs result from changes to criminal penalties.
