Requires the Franchise Tax Board to waive the Individual Shared Responsibility Penalty if a person was enrolled in minimum essential coverage for at least 6 consecutive months during the taxable year.

Allows waiver of the penalty if an individual had at least one verified meeting with an employee of Covered California, a Covered California contractor, or a county health care department to discuss health insurance purchasing options.

Requires discussion during qualifying meetings to cover health plan premium and deductible costs and eligibility for Medi-Cal, tax credits, or subsidies.

Requires verification under penalty of perjury and documentation of health plan costs for penalty waivers based on meetings.

Exempts the state from reimbursing local agencies or school districts for costs under Article XIII B of the California Constitution.
