Requires the Superintendent of Public Instruction to designate at least one county office of education as fiscal agent for the California Partnership for Math and Science Education (CAPMSE) and allocate $62,000,000 over three fiscal years for professional development in mathematics and science.

CAPMSE must support statewide and regional communities of practice for teachers and educators implementing state mathematics and science standards, prioritizing school districts and regions with highest needs based on unduplicated pupil populations or limited course offerings.

Requires support for professional development providers including county offices, higher education institutions, and teacher-led organizations to collaboratively design professional development materials that are made available statewide at no cost.

Authorizes county offices of education to allocate funds to participating school districts and counties on a per average daily attendance basis with a minimum of $50,000 per participant for teacher professional development, instructional coaching, and leadership roles.

Requires CAPMSE to contract with a nonprofit research organization or higher education institution to evaluate implementation, with all funding available for encumbrance until June 30, 2026, split equally between science and mathematics support.
