Prohibits firearm industry members from advertising or marketing firearm-related products in any manner designed, intended, or reasonably appearing attractive to minors.

Identifies specific factors courts should consider when determining if marketing appeals to minors, including use of cartoon characters, branded merchandise for children, products in child-sized designs, depictions of minors using firearms, and placement in youth-oriented publications.

Prohibits firearm industry members from using, disclosing, or compiling a minor's personal information for the purpose of marketing or advertising firearm-related products.

Establishes civil penalties up to $25,000 per violation, with each copy or republication counted as a separate violation, and allows harmed persons to sue for actual damages plus attorney's fees.

Took effect immediately upon Governor approval on June 30, 2022, as an urgency statute.
