Transfers responsibility for reimbursing counties for voter registration compliance costs from the Controller to the Secretary of State, with the Secretary of State developing the reimbursement formula in consultation with the Controller.

Requires the Secretary of State to adopt guidance for counties to design voter registration programs and civic engagement programs for high school students aligned with the State Seal of Civic Engagement.

Establishes the Civic Learning, Outreach, and Engagement Fund and makes $15,000,000 available for grants to county elections officials and other entities for voter registration efforts in counties with registration below 80% of eligible voters.

Requires mock elections at high schools in seven specified counties (Los Angeles, Monterey, Orange, Sacramento, San Benito, San Diego, and Yolo) by April 1, 2023, with accompanying voter registration and preregistration opportunities for students.

Authorizes student election workers to serve after school hours or weekends before election day, with compensation and eligibility for credit toward the State Seal of Civic Engagement for their work.
