Amends Section 25303 of the Public Resources Code to expand the Energy Commission's integrated energy policy report requirements.

Adds carbon capture, utilization, and sequestration technologies to the environmental performance assessment of electric generation facilities in operating plants.

Requires the assessment to be conducted biennially (every two years) starting November 1, 2003, as part of the integrated energy policy report.

Maintains existing requirements for assessing generation facility efficiency, air emission pollution control technologies, and environmental consequences of resource additions and facility displacement.
