Health care service plans must assess and verify qualifications of mental health and substance use disorder providers within 60 days of receiving a completed credentialing application for contracts issued, amended, or renewed on or after January 1, 2023.

Disability insurers must comply with the same 60-day credentialing assessment and verification timeline for mental health and substance use disorder providers under the same contract issuance, amendment, or renewal conditions.

Upon receipt of a credentialing application, both health care service plans and disability insurers must notify the applicant within seven business days to confirm receipt and indicate whether the application is complete.

The 60-day timeline applies only to the credentialing process and does not include the time required to complete contracting.

No state reimbursement is required because the costs incurred by local agencies or school districts result from changes to criminal penalties under existing law.
