Increases the minimum number of proponent signatures required on recall notices of intention, varying by electoral jurisdiction size (50 signatures for jurisdictions with 100,000+ registered voters, 30 for jurisdictions with 1,000-100,000 voters, and 30 for jurisdictions under 1,000 voters).

Requires recall petitions for school district governing board members to include an estimate of the cost of conducting the special election.

Mandates county elections officials to make recall petitions for local officers available for public examination for 10 days, during which voters or elections officials may seek court orders to amend or delete false, misleading, or non-compliant material.

Permits recall elections to be consolidated with regularly scheduled elections conducted within 180 days after the recall order is issued, instead of the standard 88-125 day window.

Provides for state reimbursement to local agencies and school districts for costs mandated by this legislation through existing statutory procedures.
