Requires the State Energy Resources Conservation and Development Commission to include firm renewable energy resources in its assessment of resources supporting a clean, reliable electrical grid, with findings due to the Legislature by December 31, 2023.

Mandates the Public Utilities Commission incorporate the assessment's findings and recommendations regarding firm renewable energy and zero-carbon resources into the integrated resource plan process within 6 months of the assessment's presentation to the Legislature.

Authorizes the Public Utilities Commission to consider adopting additional programs, measures, and requirements to increase procurement and deployment of firm renewable energy and zero-carbon resources through 2040, including consideration of emerging technologies.

Requires the Energy Commission to timely incorporate firm renewable energy resources and firm zero-carbon resources into the biennial integrated energy policy report.

Specifies that "firm renewable energy resources and firm zero-carbon resources" are defined as electrical resources capable of delivering renewable or zero-carbon electricity with high availability during multiday extreme weather events and low renewable generation periods.
