Requires driver's license applications and renewals to include a statement (effective January 1, 2027) informing applicants they may need to change their vehicle registration address.

Establishes new toll payment procedures for toll bridges effective July 1, 2024, including mailed invoices for unpaid tolls with at least 30 days to pay before penalties are assessed.

Requires toll agencies to offer transponders and electronic toll payment devices through online, mail, retail, and in-person channels at reasonable costs, with customer service available at least 40 hours weekly and offices open with extended evening/weekend hours.

Allows rental car drivers to register vehicles to transponder accounts prior to traveling on toll facilities and requires rental agencies to provide customers with toll payment information.

Establishes toll evasion penalty caps ($50 per bridge violation, $100 per highway/express lane violation), extends contest periods to 30 days, allows first-violation penalty waivers for new accountholders, and creates income-based payment plans and a temporary waiver program for violations from March 2020 through January 2023.
