Requires the Transportation Agency to report to the Legislature by January 1, 2024 on the feasibility of limiting high-occupancy vehicle (HOV) lanes to qualified vehicles only during heavy commuter traffic hours on State Route 91 (between Interstate 15 and Interstate 215) and State Route 60 in Riverside County.

Requires the same 2024 report to address the feasibility of removing double parallel solid lines from HOV lanes in Riverside County (except for high-occupancy toll lanes) and replacing them with appropriate markings and signage per the California Manual on Uniform Traffic Control Devices.

Repeals the reporting requirement on January 1, 2028, pursuant to the Government Code's sunset provision.

Applies only to Riverside County HOV lanes and does not affect existing high-occupancy toll (HOT) lanes established under Sections 149.7 or 149.8 of the Streets and Highways Code.
