Prohibits regional water boards from issuing waste discharge permits for new landfills or lateral expansions of existing landfills used for nonhazardous solid waste disposal if the land is located within 3 miles of the United States border with Mexico.

Eliminates the ability of regional water boards to grant variances from the 3-mile border prohibition, while maintaining variance authority for other restrictions under specified conditions.

Maintains existing prohibition on permits for landfills on land previously used for mining or excavation of gravel or sand, with variance exceptions except within the Main San Gabriel Groundwater Basin.

Preserves local jurisdictions' authority to exercise powers under other applicable laws regarding landfill regulation.

Deletes obsolete cross-references in the California Integrated Waste Management Act of 1989.
