Continuously appropriates 50% of "Have a Heart, Be a Star, Help Our Kids" license plate fees collected on or after January 1, 2023, to local childcare and development planning councils for recruiting and training new childcare providers.

Allocates 15% of childcare-related funds to the state agency overseeing childcare provider health and safety education and training curriculum for review, approval, and onsite monitoring of approved programs.

Continuously appropriates 25% of fees collected on or after January 1, 2023, to county First 5 commissions that elect to receive funding for unintentional injury prevention programs addressing categories including vehicular safety, drowning prevention, playground safety, and pedestrian/bicycle safety.

Requires 10% of the 25% allocated to county commissions be distributed to the nonprofit administering the California Unintentional Injury Prevention Strategic Plan Project to support statewide networking and evidence-based technical assistance for childhood injury prevention.

Appropriates 25% of fees for child abuse prevention programs, with 90% directed to county children's trust funds for community services and 10% to the State Children's Trust Fund for public education and training.
