Prohibits any person from performing surgical claw removal, declawing, tendonectomy, or altering a cat's toes, claws, or paws to prevent or impair normal function, except for therapeutic purposes.

Defines "therapeutic purpose" as medically necessary procedures to address existing or recurring infection, disease, injury, or abnormal condition that jeopardizes the cat's health, excluding cosmetic or convenience-based procedures.

Establishes civil penalties of $500 for the first violation, $1,000 for the second violation, and $2,500 for the third and any subsequent violation.

Applies only to domestic cats (family felidae), excluding exotic or native wild cat species already covered under existing law.

Does not preempt local ordinances adopted before January 1, 2022 that prohibit declawing or impose more severe penalties.
