State Lands Commission must accept title and interest from the Port of San Francisco in specified property in San Francisco and convey it to the city, free of public trust and Burton Act Trust restrictions, after making required findings at a public meeting.

Property consists of approximately 2.6 acres including two paper streets (Bancroft Avenue and Griffith Street) and a railroad remnant parcel, to be used by the city to assemble a site for a new fire training facility.

City must deposit fair market value into the Harbor Fund held in trust for Burton Act purposes and commit to using the property for a fire training facility or public earthquake safety/emergency response facility for a minimum of 30 years.

State Lands Commission must find that the property has been filled and reclaimed, is cut off from San Francisco Bay waters, is not suitable for navigation or public trust purposes, and removal from public trust serves the state's best interests.

Bill takes effect immediately as an urgency statute because the existing fire training facility on Treasure Island will be demolished in 2025 and the city needs to proceed with site acquisition and planning.
