• Allows voters' representatives to obtain a second vote by mail ballot upon receipt of a written request signed by the voter under penalty of perjury, with signature verification and acknowledgment of receipt requirements.

• Requires the number of registered voters for determining vote by mail ballot drop-off locations to be calculated on the 88th day before the election.

• Limits military and overseas voters' ability to register and obtain ballots in person to after the seventh day prior to election day, with additional time restrictions for those recalled to service.

• Repeals provisions requiring elections officials to preserve vote by mail ballot applications for 22 months (federal elections) or 6 months (state/local elections), effective January 1, 2024.

• Makes conforming changes and repeals obsolete provisions related to vote by mail ballots and takes effect immediately as an urgency statute.
