Establishes a pilot program until January 1, 2028 that provides grants to farmers and ranchers through public entities and Native American tribes for cleanup of illegally disposed solid waste on farm and ranch property.

Allows any funds transferred to the Farm and Ranch Solid Waste Cleanup and Abatement Account exceeding $1,000,000 annually (until January 1, 2028) to be available for the pilot program upon legislative appropriation.

Permits grant recipients to clean up multiple sites or apply for funding in subsequent years for new illegal dumping incidents if they have taken reasonable actions to prevent ongoing dumping.

Requires grant agreements to cover site-specific cleanup and removal of illegally disposed solid waste, including all tipping fees and solid waste facility fees.

Authorizes the Department of Resources Recycling and Recovery to accept philanthropic and federal funding deposits into the cleanup account for pilot program purposes.
