Appropriates $500,000,000 from the General Fund to establish a competitive grant program administered by the State Department of Education in consultation with the California Community Colleges Chancellor, beginning July 1, 2023.

Authorizes one-time grants of up to $500,000 to local educational agencies to support dual enrollment programs by coupling student advising with outreach campaigns promoting middle college/early college high schools or College and Career Access Pathways partnerships.

Authorizes one-time grants of up to $250,000 to plan and start middle college or early college high schools located on a school campus, community college campus, or other partnership-determined location.

Authorizes one-time grants of up to $100,000 to establish College and Career Access Pathways dual enrollment partnership agreements.

Distributes appropriated funds as follows: 60% for advising and outreach grants, 27.5% for school startup costs, and 12.5% for partnership establishment, with priority given to agencies serving high percentages of unduplicated pupils, higher dropout rates, or other disadvantaged populations.
