Expands residential care facility protections to facilities serving more than 6 persons if located in a residential zone and the dwelling has sufficient square footage and rooms according to Uniform Housing Code standards.

Applies existing provisions treating 6-or-fewer-person facilities as residential use of property to larger facilities meeting the specified criteria, exempting them from conditional use permits and zoning variances required of non-residential uses.

Facilities meeting the expanded criteria shall be treated as family dwellings for purposes of local ordinances and cannot be classified as boarding houses, rooming houses, institutions, or similar commercial terms.

Clarifies that larger facilities still subject to local ordinances regarding health and safety, building standards, and environmental impact if those ordinances apply equally to comparable family dwellings in the same zone.

Specifies no state reimbursement to local agencies is required since any costs result from changes to criminal penalties under existing law.
