Requires California Community Colleges and California State University campuses to prominently display estimated costs for all required course materials and related fees for at least 75% of courses on online schedules.

Defines "course materials" to include digital or physical textbooks, devices such as calculators and remote attendance platforms, and software subscriptions.

Maintains existing requirement to highlight courses using free digital course materials and communicate to students that these materials are free of charge.

Requests (but does not require) University of California campuses to comply with the same course materials cost disclosure requirements.

Provides for state reimbursement to local agencies and school districts if the Commission on State Mandates determines the bill imposes state-mandated costs.
