Prohibits the Medical Board of California and Osteopathic Medical Board from suspending or revoking physician certificates solely for performing abortions in compliance with California's Medical Practice Act and Reproductive Privacy Act.

Prohibits the Board of Registered Nursing and Physician Assistant Board from suspending or revoking licenses or certifications of nurse practitioners, nurse-midwives, and physician assistants solely for performing abortions in compliance with applicable practice acts and the Reproductive Privacy Act.

Prevents all four licensing boards from denying applications or imposing discipline based on out-of-state abortion-related disciplinary actions or convictions in other states.

Authorizes nurse practitioners, nurse-midwives, and physician assistants to perform medication or aspiration abortion techniques in the first trimester if they hold valid licenses under the Nursing Practice Act or Physician Assistant Practice Act.

Takes effect immediately as an urgency statute in response to potential restrictions on abortion-related disciplinary actions by professional boards in other states.
