Local agencies may enter into a memorandum of understanding with California Community College districts to share electronically collected personal information for outreach, enrollment, and notification of support resources, subject to informed written consent requirements.

Electronically collected personal information includes name, home address, home telephone number, cellular phone number, email address, and education level.

Community college districts must limit data use to their service area, restrict access to permanent employees with job-related needs, protect user identity in outreach materials, and delete information upon user request or enrollment.

Community college districts cannot prepopulate admission applications or enrollment documents with shared personal information and must notify users of opt-out opportunities at first contact and in all subsequent communications.

Community college districts must comply with federal laws including the Family Educational Rights and Privacy Act and state laws including the California Information Practices Act and Public Records Act.
