Expands juvenile court dependency jurisdiction to include all children who are victims of human trafficking (both sex trafficking and forced labor), not just those sexually trafficked, when their parent or guardian failed or was unable to protect them.

Prohibits social workers from taking temporary custody of human trafficking victims unless the child's parent or guardian participated in the trafficking or other immediate danger exists, establishing stronger protections for these children.

Renames the "Commercially Sexually Exploited Children Program" to the "Human Trafficked Children Program" and expands its scope to serve all human trafficking victims, requiring counties to provide training, case management, and services by January 1, 2024.

Requires case plans for trafficking victims to document services addressing human trafficking and expands data collection requirements to track children who are victims of or at risk of all forms of human trafficking.

Establishes state-mandated local program requirements for county collaboration through multidisciplinary teams and interagency protocols to identify, prevent, and serve child victims of human trafficking, with implementation deadline of January 1, 2024.
