Requires private detention facility operators to comply with all local and state public health orders and occupational safety and health regulations.

Defines "private detention facility operator" and "private detention facility" by reference to existing definitions in Government Code Section 7320.

Does not limit or modify the authority of state or local public health officers regarding state prisons, county jails, or other state or local correctional facilities.

Declares the provisions to be declaratory of existing law rather than creating new requirements.

Takes effect immediately as an urgency statute to protect the health of individuals detained or working in private detention facilities during the COVID-19 pandemic.
