CA AB2631

Adds Section 815.7 to the Government Code establishing that a public entity is liable for injury relating to the effects of that public entity's homelessness policies on another public entity.

Makes this liability provision applicable to all cities, including charter cities, by declaring it addresses a statewide concern rather than a municipal affair.

Does not require an appropriation and requires only a majority vote for passage.
