Authorizes Sacramento County Board of Supervisors to order removal of persons engaged in unpermitted camping and clearing of unpermitted campsites from the American River Parkway to prevent wildfires, protect fish and wildlife habitat, manage flood risks, protect recreational resources, and protect public health and safety.

Requires at least 72 hours written notice to affected persons before removal, except in cases of imminent danger such as active wildfires or floods expected within 24 hours.

Mandates use of harm-reduction and trauma-informed approaches during removals, with onsite support services including housing resources provided to displaced persons.

Requires the county to use all available funding and resources to provide immediate housing and services to displaced persons, though unavailability of housing or services does not prohibit removal.

Requires preservation and storage of personal property removed during operations, with placement as close to the American River Parkway as possible, and mandates entry of demographic information of displaced persons into the local coordinated entry system.
