Requires holders of state video service franchises to provide public, educational, and governmental (PEG) access channels receivable by all subscribers without needing equipment different from that necessary to receive the highest quality broadcast television channels.

Mandates PEG channels be carried in both high-definition and standard definition formats and requires holders to retransmit PEG signals in their original format without diminishing, down-converting, or tampering with signal quality.

Prohibits holders from diminishing PEG signal quality or format and requires PEG access capacity to be of similar quality and functionality to commercial channels.

Specifies that violations of the Public Utilities Commission orders implementing these requirements constitute crimes, thereby creating a state-mandated local program with no state reimbursement required.
